http://www.catb.org/~esr/faqs/hacker-howto.html BUT please first tell me what do you think a hacker is? What is this "it" you're talking about and not mentioning directly? There is no age for the hacker which reminds me: hackers "exist without skin color, without nationality, without religious bias"... In my humble opinion you'll learn the best if you learn by yourself, for yourself. All the books and information are out there, you just have to be persistent and remember that things shouldn't be expected to work from the first time ;)
Hey, yes, u definitely kan start learning at your age. There R many books out there. U can start by searching on Google for anything in particular u like or have heard of. Some search suggestions are 'network security books' , 'hacking tools', 'compiler design'. These r only a few, but when u start searching for one of these many more things will show up, then just find them in bookstores.

Network security? Hacking tools? Stop here... Starting with the "Hacking explosed" series etc. is not good enugh. It's not good at all. For a hacker that is. Real hackers KNOW what works how. Programming is the key to many things although many contemporary "ethical hackers" say and think otherwise. "Owning the network" is not the thing a real hacker should start with. Imho you should listen to misunderstood about this. At least she has more knowledge and experience to show you the "right" way =) But do as you wish... The choice is yours...
it all depends on his/her personal preferences of course. I believe hardware and software should be known inside n out first though. How the network functions. Programming may prove too difficult for a beginner, especially if they try to get into something like C+,#.

Okay, here's one point of view, defending my theory, why programming is so important.
Iteration and recursion, sorting, all sorts of data stuctures and much more - all this - algorithms. They're in the begining of all computing. One can't be expected to understand good networking if such simple programming principles are unknown. Algorithms are the first thing for a programmer to learn and s/he does it by learning a programming language. That's how I see it and I believe that that's how some of the best in the field'd think about it... That's why I pointed out Eric R.'s How To Become A Hacker file (http://www.catb.org/~esr/faqs/hacker-howto.html). After all he's the creator of the "Jargon File" ;)
