Your ISP should provide some webspace for you to create a little personal page with. You can easily make one using a provided template then you should be able to find a free hitcounter that tracks IP addresses for free online to plug into the site. Also if you have access to the persons AIM (or other instant messenger service) name you should be able to try and send them a file via direct connection and then check your active IP connections (netstat in Windows) from a command line. These are the absolute easiest ways to accomplish this.

its easy , wen you send some one a file on the live messenger , go to MS-DOS , and tipe (netstat -n) , you will find many ips under a title , forgein ip.. or some thing , the last one is for the one that youl send him the file . t.c
Aww now listen...... even if you did acquire an IP who is to say it is that persons IP? What if he/she was using a local host on another server? Now I can see this for a normal user It takes time.... you will know if you fish them out over time. How you may ask?
Simple> host a forum, host a site monitor the traffic. If it is some one you speak with often should not be to hard to figure out after awhile. Some people use an ip that changes daily they call this a static ip VS dynamic ip. Also should keep in mind that now days most people on the web use a laptop, and are constantly on another connection all the time because they are always on the move. That being said if this is some one you really want to target then you do as they stated already, and make it fast because once they log off thats it your "window of opportunity is gone" That being said you will notice after awhile a pattern is what I like to call it. They will keep doing the same thing over, and over again after awhile.
This is when you have already built up your evidence, and ready for the kill.

Chances are they are on dynamic from the isp, which means the isp picks out a new ip address from the pool every so often.
What i would do is to create a domain through something like dyn dns, have it forward all comms to your ip address @ home. On your router settings forward all traffic to your linux box and have the linux box log all ip's that request information.
In order to do this you will need to tell the person the web address for the request to go through. If you would like to do this message me and i will give you detailed instructions.
